Three Springs

In-Town

Three Springs is the large planned neighborhood on the south side of the city, beside Mercy Regional Medical Center. It covers 681 acres. About 300 of those acres are open space, parks, trails, wetlands, and school ground. The streets are around Mercado, and the Road Runner bus runs between the neighborhood and downtown.

Homes

The houses are single-level homes, green-court homes, two-story homes, townhomes, and duplexes. Single-family houses are built with alley-loaded garages. Apartments include Confluence, next to Three Springs Plaza.

Parks and trails

A 75-acre community park sits on the northeast edge of the first village. It has been built in phases as the city funds it. Confluence Park, near Prospector Street, has a playground and picnic tables. The southern open space has trails meant for walking a dog. Paved paths run through the neighborhood for walking and biking, and the trails continue through the wetlands toward the Telegraph trail system, reached from the Mercy parking lot.

Three Springs Plaza, in the Mercado, is a lawn with a stage. The neighborhood uses it for concerts, outdoor movies, and the fall festival.

Associations, taxes, and rules

Two associations bill owners: a master association and a residential association. Assessments are quarterly, with notices in March, June, September, and December. At closing, each association charges a one-time working-capital fee equal to that association's annual assessment. Neither fee is refundable.

Metropolitan District No. 1 owns and maintains the green courts, which are public walkways, and its tax is on the county property-tax bill, due between February and June.

The city plows public streets and alleys and picks up trash and recycling weekly. A contractor for the residential association plows private alleys. Homeowners clear the sidewalk on a street-front lot. The metro district clears sidewalks on green-court lots. Houses are wired for fiber. Phone, cable, and internet are ordered from local providers.

Rentals are long-term only, with no more than four occupants, and the lease has to bind the tenant to the association rules. Boats, RVs, and campers are stored off site. Trash carts stay in the garage or a fenced yard, not on the front porch. Dogs are on a leash on sidewalks, streets, and trails.

Exterior and landscape changes, including a satellite dish, go through the design review committee before installation. A dish cannot be larger than 18 inches and cannot go on the front of the house. The community manager and design review office is 970-422-8660, at 175 Mercado Street, Suite 205. The development office is 970-764-6000, at 65 Mercado Street, Suite 250.
